One of agenda in the meeting is to elect directors. Candidate of directors were elected by another election participating all regular member before the meeting. Some candidate had much support from regular member, nevertheless the meeting turned them down to appoint to director. It is very strange. What happened at the meeting?

JARL Annual General Meeting
On June 24, JARL annual general meeting was
held at Tokyo. On the meeting, only voting members who were elected by regular member
attend the meeting.
One of agenda in the meeting is to elect directors. Candidate of directors were elected by another election participating all regular member before the meeting. Some candidate had much support from regular member, nevertheless the meeting turned them down to appoint to director. It is very strange. What happened at the meeting?
